DOWNLOADED .NET FRAMEWORK TO MAKE RESTARTER WORK
now it will be on 24/7 like it used to be and this time their is no reason for it to go down. also i will go to the internet cafe when im away and see if it is online which it should be.

p.s hope people dont quit because of this because i have had to pay for the dedi (paying company to host server) and their is much improvment to come.
